Town
of Roxbury New Sewage Treatment Program

The
Town of Roxbury has completed the design, permitting and bidding phase of
the Roxbury New Sewage Treatment Infrastructure Program (NIP) on time and
on budget.
Bids were received for
the new Roxbury Wastewater System, and preliminary analysis shows that the
$8.55M project can be built within budget.
Roxbury's
NIP is the first of the New York City-funded NIP Projects to obtain full
construction bids on budget.
The
project will provide for a new wastewater collection system in the Hamlet
of Roxbury, Delaware County, New York. The wastewater will be pumped via
pipeline to the NYC-owned wastewater treatment facility at Grand Gorge,
another Town of Roxbury Hamlet.
Construction
Documents also include a water system improvements project for the Hamlet
of Grand Gorge, which will provide a water transmission pipe to convey
water from the exceptionally good supply in Roxbury Hamlet to the water
distribution system in Grand Gorge. The water portion of the project has a
$2.151M budget, funded by the New York State Drinking Water Revolving
Fund.
As
both the wastewater pipeline and the water pipeline are to be routed on
the railroad right-of-way between the hamlets, the project also includes
restoration of the railroad bed for use as a recreational trail. It is a
part of the Catskill Scenic Trail, owned and operated by Catskill
Revitalization Corporation of Stamford, NY. The restored trail will be
adequate for use in future railroad restoration as well.
Roxbury
Town Supervisor Thomas S. Hynes congratulated Henry Lamont, P.E. of Lamont
Engineers for his firm's work in the design, permitting and bidding work
for the project. Mr. Hynes
said, "The pro-active, thorough approach of Lamont Engineers has been
critical to the success of this difficult project."
The project involved major permits from six (6) different
regulatory agencies as well as a block grant from New York City Department
of Environmental Protection.
"We
use the fees paid to us to produce the best engineering design possible
with thoroughly detailed drawings to obtain reasonable construction
prices." Mr. Lamont said.
Both
Mr. Lamont and Mr. Hynes credited Kevin Young of Young, Sommer ... LLC,
the Town Attorney for the project and Town Clerk Diane Pickett with
providing critical efforts to the project development.
Grant
Street Construction, Inc. of Cortland, NY is the apparent low bidder for
the General Construction Contract with a bid of $8.4M.
Mr. Lamont noted: "Grant Street clearly worked very diligently
in preparation of their bid and gave us an excellent price. Their
reputation is very good. When we called references, one engineer said,
'take 'em, take 'em, take 'em every time you can get them!"
