Lamont Engineers and the
Village of Whitney Point, Broome County, New York, celebrated the official
opening of the Whitney Point Wastewater Collection and Treatment Facility
with a ribbon cutting ceremony and tours of the new facility on Thursday,
November 29, 2007.
Lamont Engineers was
initially hired in 1996 to design the system. Preliminary layout of the
project began in the spring of 1997; however, obtaining adequate funding to
make the project affordable took several years. The $8.3M project consisted
of the development of a new wastewater collection and treatment system
consisting of approximately 36,000 lineal feet of gravity sewers, 4,000 feet
of force mains, 4 collection system pump stations and a 150,000 gallons/day
Sequencing Batch Reactor treatment plant to serve a population of 1,100
people. |

The facility will improve
local water quality by eliminating onsite septic system failures. The
system will serve approximately 350 homes and businesses in Whitney
Point (about 90 percent of the Village). A “Phase II” project is
planned to serve those homes that are not in the current project.
Total funding for the
project was made available through the following: USDA Rural
Development (RD) Grants - $650,000; USDA Rural Development (RD) Loans -
$250,000; NYS Bond Act Grant - $750,000; US Environmental Protection
Agency (EPA) Grants - $687,300 and NY Clean Water State Revolving Fund (CWSRF)
0% Loan - $5,962,700.
The project was designed
for the Village of Whitney Point by Lamont Engineers of Cobleskill, NY.
The main contractors for the project were the Binghamton – based Vacri
Construction for the Collection System and Pinnacle Construction from
Skaneateles, NY for the treatment facility. NYS DEC provided technical
review of the project and issued a State Pollutant Discharge Elimination
System Permit that sets forth appropriate wastewater effluent discharge
limits. NYS DEC will continue to provide oversight of the facility to
ensure compliance. |
